This announcement is a public advertisement to notify interested applicants of anticipated vacancies at Naval Facilities Engineering Command, Hawaii. There are multiple positions available located in various business lines at Naval Facilities Engineering Command, Hawaii: Community Planner (0020), Architect (0808), Civil Engineer (0810), Environmental Engineer (0819), Mechanical Engineer (0830), Electrical Engineer (0850).
Vacancies may be filled at various grade levels based upon management need and individual qualifications.
The salary range is specified below and will be determined by the grade level appointed to:
0020- Community Planner: $34,280-$97,918
0808- Architect: $42,965- $100,038
0810- Civil Engineer: $42,965- $100,038
0819- Environmental Engineer: $42,965- $100,038
0830- Mechanical Engineer: $42,965- $100,038
0850- Electrical Engineer: $42,965-$104,278
A Cost-of-Living-Allowance (COLA) of 10.99% will be added to the stated salary. COLA is subject to change at any time.
Vacancies may be filled at any grade level listed. Selectees may be appointed to a position with promotion potential (e.g. selected at the GS-5 grade with potential to the GS-11). If selected below the full performance level, incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

Responsibilities
Duties and responsibilities vary and increase according to grade level.
Naval Facilities Engineering Command, Hawaii is responsible for building and maintaining facilities through contracting, engineering, environmental, planning, and public works services to the Navy, Marine Corps, Air Force, Department of Defense and other customers throughout Hawaii.
The duties performed will be specific to the business line and organization placed in, however, the following describes general responsibilities of the positions: Provides technical advisory and guidance involving the planning, design or maintenance of new construction, renovation, or maintenance of facilities.
Travel Required
Occasional travel - Travel requirements will vary. Travel from normal duty station to CONUS and OCONUS may be required and may include remote or isolated sites. Travel may be on military and commercial aircraft for extended periods of time.

GS-05: Applicants who meet one of the basic requirements described above are fully qualified for the GS-05.
GS-07: In addition to one of the basic requirements described above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following types of duties: Completing limited tasks in support of engineering, architectural, or facilities planning designs and projects; Carrying out, interpreting, and explaining basic computations and calculations.
GS-09: In addition to one of the basic requirements described above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following types of duties: Utilizing basic engineering, architectural, or facility planning techniques, procedures, and methods; Assisting others with completing calculations supporting engineering, architectural, or facilities planning projects.
GS-11: In addition to one of the basic requirements described above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following types of duties: Researching, interpreting, and carrying out engineering, architectural, or facilities planning assignments; Providing technical input on the planning, design, construction, testing, or maintenance of projects.
GS-12: In addition to one of the basic requirements described above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following types of duties: Researching, interpreting, and carrying out complex engineering, architectural, or facilities planning assignments; Providing technical input on the planning, design, construction, testing, or maintenance of projects; Collecting and analyzing engineering data to solve problems, develop reports, and provide feedback to others.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Education
Education may be substituted for specialized experience as follows:
GS-07: Successful completion of one full year of graduate education OR Successful completion of a bachelor's degree with superior academic achievement OR A combination of education and experience as described above that equates to one year of experience.
GS-09: Successful completion of a master's degree or equivalent graduate degree in a field of study directly related to the position being filled OR Successful completion of 2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in a field of study directly related to the position being filled OR a combination of education and experience as described above that equates to one year of specialized experience.
GS-11: Successful completion of a Ph.D. or equivalent doctoral degree in a field of study directly related to the position being filled OR Successful completion of 3 years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a field of study directly related to the position being filled OR A combination of experience and education as described above that equates to one year of specialized experience.



Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
