SUPV CONTRACT SPECIALIST

Summary You will serve as a SUPERVISORY CONTRACT SPECIALIST in the CONTRACTING DEPARTMENT, CONTRACTS DIVISION (Code 410) of PEARL HARBOR NSY AND IMF.
Responsibilities You will be responsible for awarding and administering contracts in support of submarine and surface combatants and any other assigned weapons system and platform.
You will be responsible for establishing adequate and effective internal controls to manage and oversee the execution of delegated contracting authority.
You will work with program personnel during acquisition planning to facilitate the timely submission of requirements to the appropriate contracting activity for contract action.
You will serve as the Deputy Chief of the Contracting Office (DCCO) with unlimited signatory authority, responsible for determinations, findings and decisions as are authorized by law and applicable regulations within PHNSY and IMF Contract Division.
You will plan, develop and establish long ,short range procurement and contracting plans, strategies, approaches for overall ship repair and acquisition life cycle programs, using contracting regulations, procedures to approve appropriate contracts.
You will provide advice, coordination and work approval by Navy and contractor program participants, such as cost estimating, cost accounting and establishment of award fees, life cycle costing.
You will delegate, review, approve and coordinate the work and work products of subordinate contracting officers, procurement analysts, contract specialists and contract administrators for the implementation of requirements.
Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional Contract Specialist performing contract administration related to the repair, maintenance, or modernization of ship combat or weapons systems.

Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE:
The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000.
Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.
Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
