UTILITIES PROGRAM MANAGEMENT SPECIALIST

Summary You will serve as a UTILITIES PROGRAM MANAGEMENT SPECIALIST in the PUBLIC WORKS BUSINESS LINE of NAVAL FACILITIES ENG COMMAND HAWAII.
Responsibilities You will review accounts to ensure that individual transactions agree with and are supported by documentation and that transactions were processed according to established procedures.
You will work with the customer to resolve billing disputes when changes are required.
You will plan, and conduct management surveys and/or research on substantive issues of moderate scope and impact to assess the effectiveness of program operations.
You will interact with a wide variety of contacts inside and outside of the Command, acting as liaison between the NAVFAC Hawaii and Utilities Management contacts.
You will evaluate the effectiveness of the data base management technology and investigates problems and inefficiencies in a well-established data base environment.
Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
1) Assisting management in the calculation and compilation of utilities allocation for billing on various commodities, based on estimates and meter readings; 2) Reviewing utility allocation accounts to ensure transactions are processed with appropriate documentation and in accordance to procedures; and if applicable, reports any discrepancies to management;3) Managing the entry of data into the utilities allocations system and correcting invalid or incorrect entries; 4) Communicating with customers to resolve billing disputes;5) Serving as liaison between utilities companies and customers regarding utilities allocation and metering.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
1) Assisting management in compiling data in order to carry out assignments, operations, or procedures for a program; 2) Ensuring transactions for a program are processed with appropriate documentation and in accordance to procedures; and if applicable, reports any discrepancies to management;3) Tracking the correct entry of data for a program in an automated information system; 4) Receiving customer complaints and elevating them to management or the appropriate point of contact.
